Viktor Frank is a member of Bridges and currently the head of distribution in Port Knot City, a survivor of the Death Stranding and the older brother of Igor Frank.

Background[]
Viktor and his younger brother Igor were born, and live in the east coast with their parents, in the world before the Stranding, when the skies were full of drones, the airplanes go back and forth from continent to continent and people went up into outer space, and all these wonders made him want to become an astronaut when he grew up. During this time, he and his brother began to collect small figurines and little keepsakes, which they carried into adulthood. After the first voidout, he and his brother got separated from their parents and spent night after night holed up in the city ruins, holding each other close to stay warm to stay alive.
Working for Bridges[]
Years later, the two voluntarily enter Bridges, and eventually part ways: Viktor was chosen to participate in the Bridges I expedition to the west, while Igor became a member of Corpse Disposal Team. During the expedition, Viktor stopped at the lake Ground Zero where became head of the distribution center there, he learnt that all the hard works of his brother as a member of the corpse disposal team in Capital Knot City earnt him the selection for the second expedition.
After three years however, the expedition stopped at Edge Knot City, where the Homo Demens isolate the city with a tar pit, capture Amelie, and hold her in the city as an insurance policy against the UCA, thus keeping the various knots isolated from the Chiral Network.
During his expedition, Sam was ordered to delivers a large aid package to Viktor and, at the same time, finally connected the distro center to the network; he finds out about his brother's death after seeing the small figure attached to the BB-28 pod. Later, following Sam's third encounter with Clifford Unger, Viktor finds an unconscious Sam by Port Knot's harbor and brings him inside.
